GOG capped the game in two steps: 1) Using nvidia inspector to inject a 30FPS cap. This is only working with nvidia cards.

I read something awhile back about it using DX10 and it causes performance issues in DX11 games and SR IV uses DX11 so it might help. According to a supossed fix in this thread, locking your framerate using DxTory or FRAPS at 30 (edit: 60 should also work) fps fixes the issue.
